Charts: reaction distribution (done/snooze/dismiss) over time; per-policy reward compare; slice by hour_of_day, priority, cohort. Backed by tip_feedback joined with tip_views.\n\nAll data is already in the DB — this is a pure frontend + API stats query addition.\n\nPart of the M1 admin console build sequence (step 11 of 16).
